In 2006, the state’s voters approved ballot initiative I-937, which required utilities to implement all cost-effective energy efficiency measures. The efficiency targets are not yet set, but the Northwest Power and Conservation Counsel plan is expected to be the basis for Washington’s regulations. In the most recent version of the NWPCC plan, utilities would be required to offset 10.6% of projected needs by 2025 with improvements in energy efficiency. By 2010, each utility would identify its energy efficiency potential through 2019.
