New York and 11 other states have sued the Environmental Protection Agency, claiming that it failed to regulate greenhouse gas emissions from refineries. The states claim that the EPA's air-pollution control regulations violate the federal Clean Air Act because they do not include standards to control emissions from new or updated equipment.
